Maschera romanesca del teatro dei burattini; il suo nome deriva da "ruganza", arroganza. Ennesima variazione del Capitano, visto nella sua forma più popolare, impersona il tipo del litigioso inconcludente sempre sopraffatto dalle brighe che provoca.
Gli inizi della sua carriera lo vedono vestito come un gendarme, o capo delle guardie del Bangello, sempre pronto ad arrestare qualche innocente per dimostrare la propria forza.
Con il tempo smetterà l'abbigliamento militare e, vestiti panni civili, smusserà il suo carattere negativo per assumere un carattere più pigro e bonario che ne farà l'interprete di una Roma popolare ricca di sentimenti di solidarietà e giustizia. Vestito in foggia bizzarra indossa un gilè di colore rosso e un imponente cappello di identico colore. Numerosi furono gli interpreti, tra questi: Tacconi, Nino Tamburri, Nino Slari e il popolare cantastorie detto il Sor Capanna.
